Elected unopposed in February 2026, Guwor succeeds Rt. Hon. Adebo Ogundoyin of Oyo State, marking a strategic shift in the organization's leadership. With a background in Geology and a history of service as the Conference's National Treasurer, Guwor’s tenure is expected to focus on strengthening the financial and operational autonomy of Nigeria's 36 state assemblies. His leadership arrival coincided with a notable political transition to the APC, signaling a new era of alignment and collaborative governance between the state and federal levels.

The transition underscores a continued commitment to modernizing the Nigerian legislative process, building upon recent diplomatic efforts such as the CSSLN's recent engagement with the Chinese Embassy to explore e-governance and digital transformation. Guwor’s vision emphasizes capacity building for lawmakers, legislative independence, and fostering a robust synergy between the legislative and executive arms of government. Supported by a new executive committee representing various regions, his chairmanship aims to reposition state parliaments as transparent, responsive pillars of democracy that drive sub-national economic growth and social stability across the federation.
